Maybe. Use a wooden broom handle in the top to try and get the blades to move. Use the edge of the hole as the lever point. This gives you more leverage than the hex key. Wiggle one way and then the other. You could also get an hex socket to use on a ratchet or breaker bar on the bottom. Again, first one way then the other.
