Well since the dripping noise is usually caused by the water coming out of the downspout, you can't really stop it but you can make the noise a bit less disruptive by extending the discharge lines, and using gravity to assure that the water is poured a few feet away from the house. Which is also great way to help keep the house foundations dry.
Another suggestion and is how I stop it, buy some magnetic clips, the kind you attach to a refrigerator to hold notes etc.. Purchase a sponge that can be cut in small strips about 1/2 inch thick. Simple cut the sponge the width of the downspout and use the magnetic clip to slide into the downspout, sponge first until the drip lands on the sponge. That awful dripping noise will be stopped.
