How do you tell if one has received text message or read it?

You can get confirmation that the text message was delivered, but it is impossible using the current text messaging infrastructure to know if a text was read or not. It is because the cellphone does not send back a message stating that the message was read or not.

As of the iOS7 update for iPhone, a user can set their texts sent via iMessage to include read receipts, meaning that the sender can see at what time the user opened the iMessage.

Normally you cannot, but, if you use Google chrome and Gmail you can get this thing called Boomerang. You can set it so if the person doesn't open the email in blank amount of time it will send it back to you but other than that I don't think you can see if somebody has opened an email.

Unless you are using some kind of third party app I never heard of, there is no way to see if an SMS message was delivered in the native Messages app. This feature only works for iMessages, and there are reasons that Apple has no control over notifying you if an SMS was delivered to another phone because SMS does not belong to Apple and therefore the phone on the other side of of SMS may not either.

You can't exactly tell but if you receive a text back from them you know they read it.

There are various ways to know if a text was read or received. Most mobile phones have a delivery status on text messages which will indicate if a message has been received.

It will only show as sent if they can receive. If they can't it will not show as being sent.
