Ok so if you are talking about the fire ninja suit then get all the pieces of the clothing then once you have done that challenge the fire sensei to a battle and win after wining against the fire sensei you will get a fire gem and once you go back to the ninja hideout the fire part on the floor will glow then press d while wearing the fire ninja suit and you will make fire

Feed the black Puffle a Fiery O berry near the Stoney Fire pit. You should have wood paper and rocks there

You have to grab the survival guide book from your dock and place it in the fire. In the book it says you need paper to start it. : )
