if you really want to turn it off because it is annoying you or something, go to the Tools bar on the right side of the address bar. it will look like a wrench. then go to Optionsthen Under the Hood, then scroll down to Translateand deselect the check box below it and then hit Done. If you just want to turn off the "Always translate French" Option so it won't convert it it to English, wait for the pop-up to come again. on the Pop-Up, go to Options and deselect the first checkbox in the menu.

it is not a good idea to turn off your pop-up blocker, any sort of virus or spyware can be connected to a pop-up. If you need to you can turn it off for certain websites but allowing it for every site could potentially hurt the computer.
