The lingo is actually 'mention' - you mention other Twitter users. Alternatively, you 'reply' to them if you are responding to their tweet.
You can 'tweet' another Twitter user in a couple of ways:
First, you can simply mention them. If you send a tweet with their name in, like this: @username, it'll appear in their @replies tab and they can read it. (Using the @ sign is veryimportant).
Second, if you want to reply to a specific tweet, you can click the reply icon next to it. The @username will be automatically added to your tweet-box, and you can make a reply. In this version, a link to the original tweet will be included.
It's important to note that using both the above methods will land your update in your public timeline. The final method avoids that. If you start a tweet by typing 'd username', the tweet becomes a direct message to the recipient. No one else will see it. However, these will only work if the recipient happens to be following you.
