No, you can't upload your photos from your 3DS, but you'll have to, instead, do the process via your SD card.
There is no exact email. You need to get your own special email to send pictures and possibly videos to facebook from your phone or computer. You can get this by going to www.facebook.com/mobile/, and under "upload via email" it should show you your special email, or there will be an option to get one.
If unsuccessful from the simple upload form scroll down and you should see an email address for all mobile uploads. Send your picks via email to the address that Facebook gives you.
