first go to the ice rink and pick up the pictures put them in your inventory and give them to aunt arctic. Then go to the petshop and find the note its on one of the puffle houses. Use the to figure out the numnber. (its different everytime). Then go to the sports shop and ask for "special items" give him the number you found on the note. Put both items into your inventory. Then go to the iceburg. Use the tube shooter to save the penguins on the other iceburg. Then go to the ski mountain. Click the crying penguin nd then go to your spy phone and click tools and press the wrench then click the telescope. It will fix then look through it. You will see the puffles on the tallest mountain. Go to the tallest mountain. Look up and take the rope thing out of your inventory and put it towards the top of the mountain.
