You can send a tweet to someone by beginning your tweet with their username (@username)
A profile, in this context, is a very short biography of a person, a 'character sketch' of that person. So you have to write a very brief summary about someone, perhaps about their life/personality/abilities/experiences etc.To 'write a profile' comes from an earlier expression 'to draw or paint someone's profile', which means to make a visual representation of the side view of a person, or more especially, of the side view of their face. For more information, see 'Related links' below.

If someone (other than you) edits your profile, then they just removed inappropriate content that shouldn't be on there.
You cannot edit someone else's - not even a Supervisor can edit someone's profile page. Only Advanced Supervisors and Community Assistants can edit someone else's profile page. If you want to see someone's profile page, you can click on their username anywhere. If you can't find it, you can type the web address of the site then /Q/User: then their username.
Assuming you're talking about someone who has contributed to a question... click on their user-name, that will show their profile page. Towards the bottom is a blue link 'Add a message on (username)'s message board. If you click on that - it will take you to their message board, where you can write to them. You cannot write on their profile directly. Only the user, and senior Wiki staff have access to that.
