You can look into website templates. Website templates are premade websites and all you have to is change a few features to make it unique to your taste. They come with HTML files and you upload the files to your webhost and you now have a published site!

To publish a website you need hosting space, usually you would find a hosting provider i.e. fasthosts or 123-reg and purchase web space. Once you have done that you use a FTP client to connect to the web space you just purchase and upload files on to there.
