There are many possible criticisms for this delay. The first being if a democratic system is supposed to be the vote of the people why is there a delay? The second being what is the need for the electors vote?
These points come from other users. Trust points is an older system. All someone had to do was vote for the contributor in question. That system was discontinued since really, it was just a popularity contest, and it didn't really reflect the quality of the person's answers. Confidence points work better in that users vote on whether they find the answer helpful.
