Numbers that one person would text are not numbers that another would. They are specific to individuals. With that said, texting while driving is not a wise thing to do.
I would say that banning text would be a conservative idea. Texting is considered to be a liberal and free idea, so banning it while driving would be conservative.
well is very likely, First Pick up the phone and call your insurance, and ask them about this question is a very important question i would recommend you to call ASAP. If you already got the ticket, then check your Mail, and see if the bill came up.
That is not advised. That would be similar to texting while driving, which is dangerous and generally illegal.
If they were texting and they died, then how would you know? The phone would probably be broken or depending on if they had started the text may appear as if they were talking on the thing.
Texting while driving is dangerous, because you aren't suppose to take your eyes off the road for more than two seconds at a time. lot's of people have died while texting and driving. You can't tell what is in front of you.
Texting while driving distracts the driver's attention from what they are supposed to be concentrating on, increasing the risk they will hit, and probably kill another road user.

Generally speaking, the duty of care owed to others is to behave as "a reasonably prudent person." For example, you might be held liable for hitting a pedestrian with your car while texting, even if texting while driving is not illegal in your state. The jury or judge would have to find that a reasonably prudent person would not drive and text at the same time.
If this is a traffic ticket, your insurance would take the hit.
