If you wanted to send someone a picture from Facebook who isn't on Facebook, then you would have to click on the picture from Facebook and save it to your computer/laptop/phone. Then you would send it to their e-mail address.
But you can not send someone a picture on Facebook if they don't have a Facebook account.
