No matter what e-mail provider you are using, there should bve a place to attach a file. In AOL Instant Messaging e-mail service there is a button under hte line for a subject that says, "Attach File." Other e-mail providers will use a paperclip located in the same spot. It would be really helpful if you told us what e-mail provider you were using though. After you have located the button , a screen will usually pop up giving you the contents of your computer. If you have the picture saved somehwere, go to wherever it is saved and double-click on it. If you don't have it saved to the computer you must do this first. After you have selected the file, it should appear under the subject bar, or wherever the button was to add it.
First take a photo and then go to your album and then select the photo you want to send. There is some options to select all photos, trash and email. Select the email button and simply type in a email address and it should send the photo

Open a new "write mail", add your text to the email, then click on "attachments". Then open your documents/photos (or which ever one the photo is in) and click on the one you want to send in the email. Once you locate the photo you want to email, click on "open", which should automatically attach it to the email you are sending. You may not actually see the photo in the email (depending on what ISP you use), but after you hit "send" you should see something that says "transferring", "sending", etc. which will let you know it was sent.
Some base model camera phones have no web/email access and cannot directly transmit pictures to an email address. In this case, you can text/pic message to a phone that does have this capability and email from there.
