Just as there is 'junk mail' to your e-mail account there is also 'junk messages' to your mobile phone. I have had several messages from the same number. I kept sending them back to the company who sent them to me - and the messages stopped

Once the text message is sent from your phone and it is marked sent you will get charged for it. If itÍs not received by the receiver you will need to check the number you sent it to and ask the receiver to check there phone

If you mean to a wrong number, yes, they can. I've received several texts on my cell phone which were a wrong number. It's just as easy to put in a wrong number in a text message as it is to a phone call.

Most likely you received a call or text from a phone where someone is incarcurated,and they can not take incoming calls when you tried to call the number back. Were you calling a number of someone you knew,or that you were familiar with? Or were you responding to a message left on your phone,or a text?
Most likely you are referring to the telephone number in international format of the phone from which you received a text message. For example, something like +447700900123 (a fictitious mobile phone number in the UK).

No. I have never known of a text message that meets the 10 digit criteria to ever come back. It merely means that you have sent a text to a phone number. Try texting your home phone number - it will work too. They can disable text messaging, their 'inbox' can be full, etc.
If you have a N.Z phone number that takes text's just text it. But you might get a big phone bill.

If you know the phone number of a scientist working in Antarctica, you could send a text.
