In North Carolina the state law is you have to be 11 but I'm not sure about where you live. But she could baby sit her siblings when her mom is home. In PA you have to be 12 to babysit someone elses kids but there is no age requirement for staying home alone. Its up to the parent to judge if the child is mature enough to be home alone and for how long and then for a jury to decide if they were negligent if something were to happen when their kids are home alone...
