How would Roxas still be stopped if Riku failed to stop Roxas at Memory's Skyscraper?

Riku would most likely have tracked Roxas down, and finally released the darkness within him to stop Roxas. The only way that Roxas wouldn't have been stopped in the first place would be if Riku hadn't used the power of darkness at Memory's Skyscraper.

Who wields darkness if Roxas wields light?

Since there is a Nobody when there's Heartless, Sora's Heartless "Anti-Sora" wields darkness, since Heartless are beings of darkness. Otherwise, Riku-Ansem is the one who wields darkness, because Riku had released the darkness in his heart to use it.

What did Roxas fail to do?

*WARNING-SPOILERS*Towards the end of Kingdom Hearts 358/2 Days, after Xion is defeated by Roxas, she requests that he "stop Xemnas". Roxas unquestionably ventured to The World That Never Was. He was confronted by Riku who defeated him by giving in to the darkness in his heart. Riku gave him to DiZ to have Roxas's memories erased so that Sora can be fully restored.

Why did Riku go into the darkness at the start of Kingdom Hearts?

Riku felt that the dark was more powerful. Actually, he only did that in Kingdom Hearts 1. When all that is over, he sees he needs to fight the darkness, but when he's fighting Roxas he sees that the only way to defeat him is to give way to the darkness in his heart. He does so finally after a loss against Roxas and he becomes more powerful. He beat Roxas and worked with DiZ in order to wake Sora. This may not be the answer you wanted, though...

Do you set Kingdom Hearts free in Kingdom Hearts 358 2 Days?

No. After Xion tells Roxas to set the hearts free, Roxas goes to The World That Never Was, and is confronted by Riku, who defeats him by giving in to the darkness in his heart. Riku then gives Roxas to DiZ, so that DiZ may rewrite Roxas's memory. (this is also the beginning of Kingdom Hearts II)

Why did Riku put his blindfold back on when he met King Mickey but not when he defeated Roxas?

Maybe the blindfold wasn't enough to retain Riku's darkness when he ultimately submitted to darkness at Memory's Skyscraper in The World That Never Was. Riku decided to embrace the darkness, rather than hold it back when he realized how strong Roxas actually was, so we're forced to assume that Riku could no longer use that blindfold.
