Yes and yes. Wikipedia is available in it's entirety for free. It will always remain free because it's content was created by users who licensed it under the GFDL. meaning that anyone can copy it and redistribute it. If Wikipedia were to suddenly charge for access, other people with backups of the Wikipedia database (and there are lots) could still provide copies of it free of cost, thus reducing the usefulness of such a move.
