No. Firefox would operate in French and the system would remain English (the system would be unchanged). Even if you change the SYSTEM language to French, and then somehow removed the English language pack entirely it still couldn't ruin or mess up your computer.
You could change your entire system language & completely remove the last or original language without ruining, messing up, or even changing the functionality of the system 1 little bit. I would stake my life on it.
