The at&t GoPhone does not refer to a single handset - it is a selection of handsets that are available on a prepaid service, where you pay in advance of making calls. This allows you to budget better as you will not receive a high bill at the end of the month if you've used your phone more than you expected. A Samsung Galaxy is available on the GoPhone plan, which is a smartphone with similar features to the iPhone 5.
The Xenon is the better phone. The new Neon II is similar to the Xenon.
Not yet in the US (nobody really knows when), but outside the US, some T-Mobile subsidiaries do, from what I've read. If you use your iPhone in the US, you can unlock your iPhone using one of several hacking tools, and then T-Mobile will be happy to sign you up, either for phone-only service, or phone and data. It's a little cheaper than ATT, and depending on where you use the iPhone, you might get better (or worse) reception than with ATT.

Att go phone has many great features buy compared to the iPhone, its nowhere near. Only thing that comes close or beats the iPhone is the Samsung Galaxy. One should only buy an att go phone if they are looking for a cheap phone with great features.

If you have a legal iPhone with ATT service then you already have an unlimited data plan, as the iPhone is not offered without one.
