A mud room can be used as a laundry room, as can a utility room, however, "mud room"implies rear vestibule---the place where one discards ski boots, winter boots, heavy coats, garden tools etc....as opposed to a "utility room" in which one's boiler, electrial panel box, and heavy equipment such as lawn-mowers are kept. Although one can do laundry in either, you can see that a mud room functions as more of an interior room through which, if push came to shove, one would not be embarrassed to have a guest pass through, whereas a utility room would stickly be the kind of space or room for a service man or housekeeper to go to and do work in.
