It is often very difficult to tell if nothing happens at first. I always fit a gauge at the nearest possible location after the PRV, and look at this every 2 turns. If I cannot raise the pressure, either the valve is old (very possible) or the incoming supply is lower pressure. The only real way to check this is shutting off at street and removing the PRV, fitting a gauge and check incoming pressure. -I have done this on occasion and found city pressure fluctuates a lot. Easiest way is to fit a new PRV and adust it for high flow.
