Yes, but.

As with any site which relies on input from the general public, there are always some idiots who detract from the overall level of reliability.

In general - the people who post answers here are dedicated to sharing what they know with others. The 'contributor trust' ranking beside the name of the last person to amend an answer gives a guide to how satisfactory others here have found the person's previous answers.

Wiki Answers can be safe, as long as no one writes anything that isn't appropriate for kids. (Believe me, I would know, I'm only 10, and I love to get my questions answered online, but the internet is filled with seemingly safe sites that have content that is inappropriate for us kids.)
Because this is a wiki I would be cautious about the information related here. there many great contributors but each answer is the opinion of the contributor. THAT IS CORRECT!!

I do not think this is a safe site! random people can just give out answers that might not be right... SO PLEASE don't use the website!!

Be cautious when using Answers.com. Given that it's so popular and easily editable people will game the website and post malicious or misleading links/advice. Don't rely on Answers.com alone for help, verify the answer via more searching (on other websites).

I suppose that depends on what you mean when you say legitimate. Of course it is a legitimate site... it has a web presence and you can interact with real people. I am guessing that you mean something more like... is the information found on this site accurate. The answer to that question is ... sometimes yes, sometimes no. As with any source, you need to not trust blindly. There are widely varying people who use this site, and although we of course try to clean up answers and improve the quality of the site all the time... there are still going to be mistakes, wrong answers, and vandalism here. If you would like to help us, report anything that seems bad, or flag it for further review, and we'll try to take a look. And, of course, make sure that *your* answers are researched, original, and link back to any sources that you used. :)
