If you have the type that has a round float that rides up and down on a post, they have a washer in the top with a small hole in it that lets the water in. Rust and corroisen can break off when you shut the water off and it will plug this hole. Hold the shaft so that it doesn't break and twist the top 1/8 turn counter clockwise. The washer is in the top of the stack, black about the size of a quarter. Take the washer out and turn the water on slightly to push out any particles that might block the hole in the center of the washer. Reassemble and I bet it works.
