Well the only way to do that is to break into the account physicallyor electronically and that would be considered robbing a bank so yes it's a federal crime.
Having a criminal record does not automatically eliminate you from securing a job with the Federal government. The type of crime is taken into consideration. Of course, you will not qualify for a federal position if your crime involves treason or rebellion against the United States.
Only if it is used to cross state lines, and, in the commission of another federal crime. However, I seriously doubt that any Federal Prosecutor has pursued a conviction on this "minor" crime.
