I got my first cell phone at 10. For the most part though, I would say 8 or 9 as it's an age that a person wishes to have some freedom though at the same time have the ability to at any time reach their family/friends.
Just a little addition to this as well, I believe that if a child wants to go to the mall/movies/etc, so be it. Let them, experience is life's best teacher, and parents are their for the ride, not to limit/protect/evade the ride. Be your child's friend not their censor.
