mobile numers are a persons own number, not like a home phone.

I think what this person was trying to say is that they are numbers allocated to mobile telephones - also known as cell phones - which are the little pocket sized phones you carry around with you all day, everywhere you go. In many countries the dialing codes allocated to mobile phones are quite different from those allocated to fixed, or land line phones - the ones that are only usable in one location, for example at home, or in your office.
