That comes up all the time. People compose a question saying "Which of the following is not a cause of WW I?" (for example) yet they haven't listed anything following that question, and we who answer questions have no idea what they are talking about. Or the question is completely incoherent. "You are marble, in unexpected prehensile." It doesn't mean anything, therefore it can't be answered.
Unfortunately not all questions that are asked are good questions some need to be trashed, that is why there are supervisors. It might be because they might not have enough information to answer or that they just are not appropriate for WikiAnswers.
I am assuming you are metaphorically asking what questions need to be removed from WikiAnswers. WikiAnswers is trying to become a PG-13 site. Any swearing/profanity, hacking or bypassing blocked sites, illegal activities, cyberbullying and other inappropriate questions and answers are removed. Nonsense questions, questions with not enough information provided and questions that add no value to WikiAnswers are also removed.
Questions are ALWAYS removed or moved to the 'Catch-All Questions' category or in the sub-categories if the question does not either make sense, offensive, not enough information etc.
Very rude questions are merged into catch-all question. It is a redirect to hamful question, not enough information to answer questions etc... These Catch-all questions are protected.
Many questions should be removed from WikiAnswers, but when it is removed from the data bases completely, people can just ask it again. There is a category called the 'Catch-All' category, and every question in it is the storage question to all answers that shouldn't belong on WikiAnswers. This category of questions has storage questions from having not enough information, to relating to cyberbullying.
You can ask any question that has enough information in the question itself, and doesn't ask for more than one answer in a single question (such as "What is Canada's population and area in miles?"). As long as the question isn't inappropriate, adds value to WikiAnswers (no nonsense questions), and has enough information to answer, ask away.
If your question is too long, you must shorten it to where enough information is given to where the question can be answered, or if it's possible, ask two separate questions.

No, not yet. But when there are enough questions on the topic, a subcategory might certainly be opened.
If and when there are enough questions in the WikiAnswers data base on Victory motorcycles, we will be happy to open up a new subcategory for this specific brand.
As soon as there are enough rap-related questions and someone requests the category.
If you believe that two questions should be merged, but the recommendation for one did not seem to work, contact any Supervisor or Community Assistant on WikiAnswers. They can merge questions very quickly for you if they are, indeed, similar enough.
