No. Anyone signing up for WikiAnswers who is under 13 is doing so contrary to the TOU.
What steps should a contributor take to work towards becoming a Supervisor?
Supervisors on WikiAnswers are just regular users who have been very active on the WikiAnswers community. You can become a supervisor just by doing your best to help out on WikiAnswers in any way you can. If an existing supervisor notices how good a job you are doing, he may recommend to a WikiAnswers administrator that you be made a supervisor.

Why does WikiAnswers contradict itself?
It's not that WikiAnswers contradicts itself, it's that WikiAnswers' users contradict each other. WikiAnswers is made up of individual contributors (users), and since everyone has their point of view and their way of knowledge and doing things around here, they tend to contradict each other.It's just two different people's ways of doing things, and sometimes they just happen to contradict each other.
