It prevents users from posting in that topic unless you give them the permission to.
I believe you can only lock topics in the community forum if you started the topic and are a supervisor.
A forum is a bulletin board where users can post a topic and respond to topics.

This is a topic for the community forum. Please, whoever asked this, go to the community forum at the left and post this topic.
To make a topic, go to your forum or someone else's. You click make a discussion and that makes the topic and you only have to fill out the information and the title. If it is your forum, you can choose for it to be a discussion or an announcement.
There are a number of different topic icons we use on the Community Forum to indicate the status of a thread. You can find a summary of the different symbols at the related link at the bottom of this page.
First, go to the forum in which you want to post the topic. When you reach the forum, look on the page and there will be a button that says "Start a Discussion".
You can't start a new topic in the Just Chatting forum, because there have been great amounts of vandalism in that forum. If you want to create a new topic, message any supervisor and tell them what you want it to be, and they will create it for you.
