Limited or SOS only service on cellphones means there is a signal, but it is either:
1. Weak.
2. Not for civilians to use.
3. Another company's coverage.
You cannot send or receive regular texts, or make normal calls. You can however, make calls to emergency numbers (111, 112 or 911 etc...)

If you mean that you have a phone service which has the wrong area code in its number, you need to contact your phone service provider to get it changed.
Well, If you mean deactivating the phone service, then yes, you can deactivate the phone service on an iPhone and still use it as an iPod touch.
if you mean your phone shows signal bars but says limited service (i.e no display of network logo) then this is generally when your service provider does not have signal in your area but your phone recognises that there is a cellular signal available and would use that in emergency call situations, hence why some sony's state "emergency calls only".Don't quote me on it but as either a gentlemans agreement or obligation by law all phone must be capable of making emergency call if possible when signal is present regardless of provider.
There are many government programs that works with the Tracfone or Safelink systems to supply free cell service to disabled individuals. They are limited in how much you can use them but they are free.
I have both Verizon phone service and Verizon internet service and I find both of them to be very decent. They are bad, they try to provide you with the best service that they can. It's a good service to have if you don't have any.
