A mobile phone cap is an absolute maximum amount of money you can spend each month on calls, texts, etc. For example, if you have a phone cap of £20 a month, when you reach that cap, you'll not be able to make any more calls or send any more texts, etc, although people will be able to call and text you. This applies as soon as you reach your capped limit, even if that happens in the first week of the month. A plan is different because you can go over your allowance, although you'll be charged extra per call/text above your allowance. Hope this helps.
