Other websites have said one of two things ....that it’s a text message from or to a landline OR I’ve also seen it represents a message from a commercial business...like boost reminding you of a payment due. I can’t verify either, but in my research this is my conclusions.
It means the message cannot be sent because of a network issue...wait 5-15 minutes and it will go away on its own.
They are out of service
When a Boost Mobile phone is off, it means that the device is powered down and not actively connected to the network. This state prevents the phone from receiving calls, messages, or data. Users will need to turn the phone back on to access its features and services. Additionally, being off conserves battery life, as the device is not using power to maintain connections or run applications.
I'm assuming you mean the Mobile home PARK wants it moved - then yes, it IS their responsibility to pay.
Off-network roaming refers to the situation when a mobile device connects to a network that is not operated by the user's home carrier. This typically occurs when the user is outside their carrier's coverage area and allows them to make calls, send texts, and use data services through a partner network. While convenient for maintaining connectivity, off-network roaming can sometimes incur higher charges than regular usage on the home network.
A mobile home IS a permanent home for many of us . -I don't understand what exactly you mean. If, by any chance you are asking "can you build a house on a mobile" then it's a very big NO.
3G means 3rd Generation mobile telecommunications. It is a network system used for mobile connection. When a tablet like an iPad is said to be a 3G tablet, it means that the tablet is capable of connecting to a mobile internet access through 3rd generation mobile telecommunication network.
MVNO stands for Mobile Virtual Network Operator. It refers to a company that provides mobile services to customers but does not own the wireless network infrastructure. Instead, MVNOs lease network capacity from established mobile network operators (MNOs) to offer their own branded services, often focusing on specific customer segments or offering competitive pricing. This allows them to operate without the heavy investments associated with building and maintaining a network.
If you mean a double wide mobile home, no. Most people don't own the land that a mobile home sits on and the way the mobile home is made doesn't lend it's self to having a basement.

If you have a home network or are on a network at the office you may have network drives or locations that you access frequently or copy data to and from on a regular basis. To make this process easier you can map a network drive to your network location.
