"Standing up to" someone often involves conflict as well as communication. With enemies, it is to be expected that there could be poor communication and lots of conflict. With friends, communication should be high and conflict should be low, but when you "stand up" to a friend you risk reversing that: communication could suffer amid high conflict. So we tend to not make waves with friends; we tend to go along until or unless there is a reason that causes us great discomfort. Then, it takes even more courage to confront a friend and tell the person that you hold a different view, feeling, belief, etc.
