it depends. i probably wouldn't do that up close to a monkey that is not in a cage. if it is at a zoo then it might copy you and stare back (hence forth monkey see, monkey do) or it wont do anything. four seconds is a short time. i doubt it will do anything but be careful if its not in a cage.
just stare at it for 30 seconds then look away for 5 seconds then add 15 seconds too staring time you may have to try this many times
