A UK number beginning 0704 (or +44 704) is a personal "follow-me" number that could be forwarded to anywhere in the world.

UK area code 01704 (or +44 1704) covers Southport.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign.
