not sure but what I can tell you is that I got a letter in march of 2013 that said I was on top and I needed to take additional information in and then I will be called in to recieve my voucher once they ran the info. Well I did as they asked and I am still waiting to go to that meeting so I can recieve the voucher. This is the middle of june, so it been almost 4 months and counting.
