"Batch Recategorization" is a Supervisor-only tool that allows Supervisors to add a bulk amount of questions to certain categories. This is useful when a contributor incorrectly categorizes multiple questions in a category.
Yes, a recategorization counts as a contribution. Every time you mark in or unmark a category, it counts as one contribution. Therefore, you can get a total amount of 6 contributions for unmarking 3 categories, and marking 3 categories.

Batch Recategorization is a tool available to Supervisors, which allows them to move large amounts of questions into categories with a few clicks. Supervisors can see a detailed guide and video by viewing the "Related Links" section of this answer.
For a Supervisor, it would be batch recategorization, batch splitting, batch reverting, and splitting alternates from questions. For a normal Contributor, it would be splitting alternates from questions, asking questions and putting them in several categories.
The majority of the time that Supervisors do not catch inappropriate questions is when they are using the Batch recategorization tool to move hundreds of questions at a time. If you see a question that is inappropriate, please report it via the red "Report abuse" button.
When the batch recategorization supervisor tool launches in August the "Uncategorized" category will likely start decreasing in size. Furthermore, when the automatic categorization engine under development is completed it might be possible to go back and automatically assign categories to all questions that are currently in the "uncategorized" category.
WikiAnswers' Supervisors have a tool called "Batch-Recategorization" in which they can select multiple questions to categorize. Unfortunately, this is not available to non-supervisors; therefore the only way to do so would be manually. If you are a non-Supervisor: categorizing is one of the easiest tasks to do and does not take much time. Flags would be the second best option since most flags are simple and you get points for removing the flag and editing the answer to fix it. For Supervisors: Batch Recategorization is the most efficient way to get a lot of contributions. Again, flags would also be a good option. Batch Revert is also a good option but most times it is not appropriate to use this.
Answering question is probably the most difficult task on wiki answers because it requires knowledge on a certain subject, and time to type out a good answer. Other activities such as recategorization and editing alternates are much easier because they don't require much thought. Supervisors can even make changes such as those on a very large scale, but answering questions must usually be done on an individual basis.
