RSCP stands for received signal code power - Basically it's an indication of signal strength in radio communications (including mobile phones).

Why RSCP value is negative?

The actual received power is in micro watts, its not possible to denote such values every time we need to use it so we convert it into dbm....by using logarithm...after conversion its negative... this is the same concept in gsm rx level

How do you take care of baby mice that were just born today?

you shouldn't have to do anything really. The mother will do everything. Once the babys have hair and as long as the mother doesnt stress out too much you can clean out old bedding and things like that but that's it.
