What is the best programme to make videos?

To "make a movie" from your video files, you need software. If you want an easy, beginner software - try Movie Maker (free from Microsoft) or iMovie (free from Apple). I know more about Movie Maker - being a current windows user - there are profiles that allow you to adjust quality, you can add transitions and it's an easy to use drag and drop interface.

You can use a real life video camera or just a regular camera or even drawing in real life. All you need then is a simple video editor that can be as simple as Windows Video Editor and compile your video, upload it to your computer or other places, and you're done. If you're willing to spend a lot of money, the Vegas Pro software is used by a lot of professional-er YouTube users, but usually a Mac or Windows Video Editing software that's free will do the job.
