To call from Northern Ireland to the Republic of Ireland, you must dial the full international number. In the case of Donegal, that means 00 353 74. (Drop the '0' from the Irish area code.) Calls from N.I. to the Republic are billed at inland rates, though, and even count as local calls if you're close enough to the border.

Calling in the other direction, from the Republic into N.I., you can use the short code 048 as a substitute for the full international prefix 00 44 28.
