The two terms are often used interchangeably however in the strictest sense web design is the art and skill of designing the presentation of web content to be delivered to the end-user whereas web authoring is the use of HTML or other web scripting to construct a website with only basic consideration for design and presentation.
Most if not all web designers also need to be competent web authors and visa versa as a result the terms are often used together. Some companies however may employ web authors to create the code and basic content for a web project and then hire web designers separately to put finishing touches on the project such as formatting, images, and css.
