toilet should have a vent with in three feet of down pipe, but as long as you are with in the drop range for hori. pipe run you can go as far as you want, but you need that air vent close as you can so that the suction from the toilet water does not pull the rest of water from toilet base(p trap).

An electric water heater does not need a vent (or flue) though you will want a plumed out piping on the pop-off valve on the heater. We've got that but the supply line (cold) is insulated but sweating; probably due to change in water temperature vs. ambient temperature. The water heater is inside the closet which is accessed from within our bedroom closet. There is no roof vent and there is a door on the closet. My thought is to put two vents--one down low & one up high--in an effort to allow the moisture to escape. Any thoughts?
