In all honesty, it's like asking who invented "Yo-Mamma" Jokes. There may never be a 'proper' answer, but like all things, I have a feeling that it was born out of nessescity, people hate typing.
In lending credence to the story enclosed in the link, way back in the days of 9,600baud and the 14.4kbps modems, LOL would have been seen by users in the chatrooms sooner than "Oh man, I was Laughing out loud on that one", thus leading to the time/bandwidth saving.
