North Korea (the Democratic People's Republic of Korea, or DPRK) is country code +850.
You must drop the trunk prefix '0' from the beginning of the North Korean number when calling from other countries. For example, Pyongyang's 031 and 033 area codes become +850 31 and +850 33, respectively. Mobiles begin with +850 30.
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
