In some countries (United Arab Emirates, Thailand, China and Australia) WikiLeaks has been blocked before. Recently WikiLeaks changed domain names from wikileaks.org to wikileaks.ch ... try the new domain.

Essentially, there are numerous Wikileaks "home pages;" the same information can be accessed through any of the mirror sites listed on www.wikileaks.ch under the "Mirrors" tab at the top of the page.
