New house or old? If new, I'd suspect that the waste line from this commode is run without enough slope. It could be a miss matched commode and tank, a 3.5 gallon bowl with a 1.5 gallon tank. You might change the commode out and install a pressure assisted commode and see if that helps.

What makes your bathroom sink fill part of the way then it drains good?

I assume you mean that your bathroom sink does not drain very well until you fill it part way. At that point It starts draining and all the water comes out. You have a clogged pipe. The pressure from the higher water level creates a temporary passage. Probably there is a big wad of hair down there. A number of commercial products exist that will dissolve it and make it flow on through. If that does not work, you can try a plunger or a plumber's snake. If that does not work, you can remove the p-trap and clean or replace it.

How does a plunger work in a toilet to unclog the drain effectively?

A plunger works by creating suction and pressure to dislodge and push clogs through the drain pipes. When the plunger is pressed down and pulled up rapidly, it creates a vacuum that helps to break up the clog and push it through the pipes, allowing water to flow freely again.
