Maybe a Kajeet cell phone if you would like, the bill is cheap, and you get good quality service. If you think your child is not ready for that try a prepaid cell phone then if they put that to good use then you might try to get them a cell phone with a plan. The first time they have a plan you might want to give them 1 Cent texting and if the go over $50 they are not ready for that and after you have that for about 4 months give them unlimited so your bill will be lower and more sufficent in their eyes. They will be glad you trust them to be responsible and keep up, and not break their phone. If none of this is to your satisfaction you may try Kajeet and there you may control how much your child has, does, contacts on their phone!!!
Go simple. Don't even think about getting a phone with a touch screen. But don't humiliate them with a phone for a 7 year old like the LG migo (which has 7 keys and complete with cat ears)

If you get your 12 yr old a kageet, they will be made fun or and/or beat up, get something good that is an older model or on sale, for example the iPhone 3GS is free on a 3 yr contract and the bb curve is free on a 2 yr. both are very standard phones on wich parental controls could be activated if you so chose. they would also be phones that wouldn't draw unwanted attention to ur kid. I hope this helps your discision. Also, the ehem... heavy parental controls on kajeet anger most preeteens and could get you classified by said kid and his/her peers as a 'stalker parent'.
