To remove the operator valve must be in the closed position. You must then drive out the coupling pin, but be careful some coupling pins are tapered and others have snap rings at each end. After driving out the pin undo the 4 bolts that hold the operator on and lift straight up.

Begin by removing the valve cover from your 1995 Dodge. Remove the valve cover gasket and clean the surface. Put the new gasket on and return the valve cover to its original position.
