As far as I know it's the only developing tool that gives you all the necessary tools and complete freedom over the app creation. It is also the only one which allows you to put your apps on the app store. You do have to register and you need a mac. Im not sure if it's free, i havn't looked through the registering process but when you follow that link it has a button saying $99/year? Not sure if you can get it in pounds?
